Default 2.8 timing belt

Does the A4 2.8 have the same timing belt issues as the 1.8T?

I'm not sure what issues you mean. Both cars require them to be changed (along with a number of other parts). The 1.8T should be done every 60k miles. The 2.8 can probably go a little longer. Either engine is dead meat if the belt (or more likely the tensioner) fails. They're interference engines and the valvetrain of either will be wrecked if the timing system fails.
