Brakes overheating

Maybe I didn't explain my self well , the piston in the caliper are fine they go in and come out when you press the brake pedal ...the bolts Im talking about is the 2 bracket bolts behind the wheel by the dust cover , and no washers were there but I was thinking about installing some.

Definitely would find a couple of washers... sounds like the bolts are hitting the rotor... or pushing the cover into the rotors... or something long those lines
Reason I asked for a pic is people use different terminology, so I wanted to make sure we were on the same page. ie: caliper bolts vs pins, or, as just happened, changing the words 'caliper bolts' to 'bracket bolts'.... No offense to you.

if I make them tight the rotor gets hard to turn like if the hand brake was on
