I took it like you said - if you get the parts he would charge $40 for O2 sensor install and $70-100 for ABS module install. $500 for TRE and O2 install might be ok if that includes parts, but check ecstuning.com and germanautoparts.com for your part prices and I bet you will save by buying your parts and having him install them at those quoted rates.

Both of those parts are very much easy to install. The brake module has four security torx screws, you just have to remove the left wheel well to get the wiper fluid container out, then you can undo them (wrap the part that doesnt come off in cellophane). Then send it in for rebuild, its 250, or you can buy one for 350. It pulls out by pulling the smalll handle looking thing on the side of the harness out, and then the harness pulls straight up.

More than likely it is a precat 02, in which case it is against the firewall, but not too hard to get to, you just need a sparkplug wrench. Since there are 4 O2 sensors on your car, its a good idea to go ahead and invest in the sparkplug wrench, since maintenance on these is a pretty high.

I took my module apart for curiosity reasons (Im a CET and EE major), and the wires going to the microprocessors are incredibly tiny. Its really pretty cool.

Tie rods are way cheaper online, order it and let him install. Much cheaper than $500.

Since these cars are high maintenance, its good to get well versed in what they involve, and do as much of the repairs as you can (patience is key). Doing this keeps the repairs down to that of Japanese vehicles (most of the time).
