Ok, car is a 1997 Audi a4 1.8T.
Two things are wrong with my car:

1) I'm getting a CEL code P1338

2) My turbo (I think it's my turbo) literally sounds like a police siren.

I'm hearing this code is a pretty tricky one to deal with.
My turbo started making this noise after I replaced my water pump and thermostat I'm pretty sure.

If anyone can give me some help what would be amazing.!

 

Nothing crazy about the code - your cam sensor is bad. Check to be sure it's securely plugged in (it's on the front of the cylinder head centered over the cam sprocket). If it's plugged in well then it's probably bad.

As for the turbo, is the whine in sync with engine RPM? Does the whine get louder/quieter/different based on any certain criteria, such as when cold vs hot, steady cruise vs accelerating, etc?

 

Well from what I know it changes with the rpm, at an idle you dont hear it, then at about 2000rpm its whining and up until about 4000rpm it gets louder then any higher than that everything is too loud to hear the sound. It does it really bad when the enging is cold or its cold outside. it also makes the sound when your cruising at really any speed.
