Looking to chip my 99 a4 1.8T and was wondering about performance increases difficulty to install and prices

OP, seriously we aren't all a bunch of dicks here. However the posts up top that are stickied, are there because they contain info that all members need ready at hand. Take the time to read them as well as those that are stickied in the new member forum. Between those two areas, you'll get a good ABCs background on Audi life both here on the forum and in daily loving with your car.
