Default Cold Weather - Stuck Throttle

I live in NE Ohio and it has been cold here lately. I was wondering if the temperature could effect the throttle at all? It has happened 2 or 3 times. The throttle will stick open while changing gears. I just tap the gas peddle and it's goes back to normal but it concerns me for when m wife drives it.

If it is not the cold weather what could it be?

Thanks

I did also notice that if the engine isn't warmed up that the gas peddle is stiff or just a tiny bit harder to push.

I'd start with lubing up the throttle pedal pivot and where the throttle cable connects to the TB.
