Extreme Cold, Leaking Injectors, Pulley Noise?
When mine made noises years ago in sub-zero temps, as stated here earlier, it went away. You can't really find the noise once it warms up and the noise stops and the car is running fine and you have no codes...but as I answered, mine made somewhat of the exact same noises when it was sub-zero years ago...never found out why.....

Thats not my advice. That's a bad noise. I have almost 200,0000 miles on my 30v V6, drive in one of the coldest climates in the US and mine doesn't make that noise. I think you need to find what pulley that's coming from.
Checked out the serpentine belt, the line doesn't seem to be a weak point or anything.. The underside looks completely fine actually (nearly no cracks), and there doesn't appear to be a point along the belt where it is coming into contact with anything that would leave a mark.
Checked the power steering today and the fluid is *very* low. The noise seems to be coming from the PAS pulley, which makes me think it may have something to do with this? I left the car at home today and it's thankfully been a bit warmer,started up much better leaving just the noise...

Now I remember...on my B5 12V, the power steering made that noise in freezing cold, and I had low low PS fluid as well...but it only made that noise when I actually engaged the steering wheel, not when idling.....makes sense...top off the fluid with Pentosin and when it warms up, see if it leaks....

Good idea. Take this seriously. I had a water pump go that rubbed on the back of the fan clutch bracket. Made a noise a lot like that. Water pump goes completely: so does your timing belt.
so the noise was gone, then you replaced the PS fluid and the noise came back? Or when did the noise come back? When you did a cold morning start?
Does that mean you drained the PS fluid or just topped it off? just trying to figure out a cause here...and you don't have any codes? or have you scanned it?
Does the noise get worse/change when you turn the wheel all the way left or all the way right? Is there a change to the noise when the steering pump is being engaged?

Noise stays about the same when shifting from park to reverse to neutral and decreases when turning hard left or right from what I assume is due to the engine RPM dropping.
List of starts is yesterday afternoon when the noise first started, noise went away after it warmed up for a good half hour. Noise was back this morning, worse, so I shut the car off before it would get worse and checked PS fluid which was low. Topped fluid this afternoon and ran it again, which is when the video was taken.
