Default Fuse/Electrical Issue 2000 A4 1.8

Hi, just purchased a 2000 A4 1.8 Petrol (non-turbo) with two problems,

The first is that fuse number 15 (Clock/date memory and dash/roof lights/sunroof control illuminater) was removed. The reason for this is if the fuse is put in the illuminater lights stay on all the time.

The second problem is the headlights do not flash if you pull back on the stalk but if you put the lights on to dim and then pull the stalk the headlights will come on, just not when no other lights are on.

Anyone come across these problems before??

was the car sturuck by lightning? xD? thats a rare case i wish i could help =( are the head lights hooked up correctly are they stock? is the switch to turn them on the correct switch or a replaced one ? and does the high beams work? maybe it could be a bad switch the one that only moves up and down to turn the head lights on that switch .... or a bad relay on the b5 section some guy shows all the relays have a look if its a bad relay its a easy fix .. junk yard pull and install xD

The car is totally original and all stalks etc look original to me. High beams work but only when the dims are on, the don't work if you pull back on the stalk if the other lights are not on. Will look up the relay diagram hopefully that helps!

So last night I had a look at the relays etc and all are ok. So I presume it's the stalk giving trouble re. the headlights.

With the lights, I've figured they are red led's that light up the air vent controls, ash tray, drinks holder, dim height switch and the buttons on the roof to work the sunroof and interior lights. The led's that illuminate the electric window switches and central locking button go out when I take the key out of the ignition but the rest stay on. It was a 10 amp fuse in number 15 and I put in a 5 amp to see if it would blow but it hasn't. I've left it a day now and these led's are always on but being low power they don't heat up and the 5 amp fuse is holding.

Would I be ok to leave the fuse in because with the fuse out I have no time, date or trip meter on the dash as the same fuse works these too?

Also I meant to ask if the illuminater lights are meant to go out??
