Is the electrical circuit functioning correctly?
Removing and replacing the seat assembly is simple, but there may be another reason your heating elements are not working that may save you time and money.
Unless the heating element is physically broken, the problem lies elsewhere in the circuit. Check the plugs under the seats to see if they are securely connected, check the earth (grounds??) connections for corrosion or loose fit and if possible, remove the seat and check the element with an ohm meter for an open or shorted element.
