High RPM even at IDLE

What year,engine, etc?
What have you tried so far.

Hi 1996 2.6 A4
Checked air filter, changed coils, changed the throttle body "A small cylindrical shaped unit with a small stick in it's bottom". I also had the clutches cleaned. I took it to the car shop and they had it analysed. No CEL at all. And they also disassembled the motor right behind the cylinder and cleand the piece of motor that has two round openings one big and one small "The piece to which the gas clutch wire is connected".

Finally, the guys told me that the only thing left to check is the board computer, at that time the RPM as almost constantly between 1500 and 2500. They got a used car computer and removed mine and put the other board computer in to test it. But the car would not start. Apparently their computer was "AC" and mine was "D" so they told me they need to get a computer to test it. And they put in mine computer into the car.
At that time, for the FIRST TIME SINCE 6 MONTHS the rpm was normal, it stayed like that untill the end of the day, the it started to hang between 900 and 1200, this is the status it was on roughly 4 months ago. So I do think that with time things will get worse again. Am I right to conclude based on this that it is the board computer ?

Wow, that thing has a colorful history.

Sounds like you don't really work on it yourself, you may want to take it back to the guys that worked on it, since they know what all has bone done so far.

Default RPM fluctuates wildly 200 -> 1000 while idle

Hi
I did clean the ICV but it the RPM still changes values fast up and down.
