My 99 1.8T has never had an issue starting at cold temperatures (we are talking first try starts) and Ive started it at temperatures down to -20 -25F or so.. Ive heard of people using these:
Kat's 1153 Handi-Heat 200 Watt Magnetic Heater : Amazon.com : Automotive Kat's 1153 Handi-Heat 200 Watt Magnetic Heater : Amazon.com : Automotive
just in case.

For the most part I think most fuel injected gasoline cars do pretty well as long as there isnt anything wrong with them..

wind chill is the effect that cold and wind have on a living organism. Your car doesn't feel wind chill, just the thermometer actual temp.

cant say for the 96 specifically, but my 01' 2.8 never let me down. but I also had an Optima redtop battery and its pretty much a beast. so that helps

I drove my 96 A4 in Minnesota for 270,000 miles. Never had a starting problem...or any problem that was cold related. I now have 179,000 on my 99 A4. They are great cold weather cars.
