Outside air temp sensor

Outside air temp sensor
My outside air temp. readings are all over, up and down constantly. Must be the sensor. Does this effect engine performance? Does the ECU just measure IAT or use info from this sensor also? Anyone? Thanks. 98 1.8TQM.

the IAT sensor is located on the intake manifold. the outside air temp reading is only used to give you a temp on the dashboard. the outside air sensor is behind the bumper, in front of the radiator on the drivers side.
