one is 99 with 169,000 miles from an owner
It is properly maintained. I saw some liqui moly jugs at the owner's garage.
and the owner wants $3000 for it.

another one is 2000 with 84,000 miles from a dealer
It looks nice but I do not know the maintenance conditions.
the dealer wants $5000

which one is a better choics?

Does the first option have service records or are you going on a hunch? By the info you give I would go with option 1 every time. High miles doesnt mean anything to me if it was cared for. My car has 140k but drives and looks like a new car, its taken care of.
