I thought that the problem with torque on our engines was to keep from making them TOO tight and damaging the block?

On some things, tolerances are very important. On other things, there is a wide range of acceptable values. Sometimes a measurement is a minimum. Sometimes it is a 'not to exceed', and sometimes it is in the middle of the range.

Its good to know what the book says. And its good to know a practical way of getting there without expensive tools.

Thanks for the details!

Not tight enough. They will back out over time... unless your "hand tight" is pretty damn impressive.
