The shop didn't tell you anything else??? If they can tell you that they they can tell you why. If the shaft spins and doesn't have too much play then its probably a boost leak.

For whatever reason, I've seen a bunch of 97's turbo wastegate arms snap. That was my problem too. 0 boost but the car drives ok (but like a dog.) If you have no faults then thats probably it. I just took the turbo out and had the arm welded back together. I'd almost put money on it.

It might not be your problem, but I'll tell you why it happens anyways..
The wastegate flapper on the inside can become lose and bind when shutting, causing major stress on the arm and eventually snapping it. You would notice a boost leak or other symptoms when the flapper binds, but since you just got the car you wouldn't know. I used a C clip to tighten up the flapper so it shuts properly. Like this:

Sounds like onepoint8tee may know better then I lol. Could be either but for it to "not work" the waste gate is more likely. Can't believe thats all they told you... any copy of the work order or receipt you can tell us what or if it says anything.

It could also be that the people who diagnosed it just don't know that a stock 1.8t is slow as **** (is it stock?) Definitely need more info on how they checked.

I finally drove a 1.8tqm today and it didn't feel as slow as I was expecting. Although thats compared to a tip 1.8t and my 2.8qm
