Default turbo to catalytic converter flange

Driving home I found a new dip in the road....the outcome was not good. The cat "popped" out of the flange. Think a shop can weld it back in place?

Doesn't seem they will be able to get a weld around the whole perimeter with it mounted. Looks to me like the flange for the cat will need to be removed from the turbo, and much of the exhaust will need to be removed as well.

I already have everything out of the way and have the studs soaking with PB. First thing in the morning I will remove the flange and cat, I made sure to etch 2 reference lines from the flange to the cat.

I live in California and have to smog test this year, so no testpipe for me.
