Default Wheel Fitment

I have 17x7.5 inch rims with 234/45 tires. They mount but it looks like the front tires brush up with the upper control arms. Should I use spacers, and if so, what size and when would rolling the fenders be required?

If you're rubbing on the inside, chances are you wouldn't need to roll the fenders. Rolling the fenders will be required/necessary when the wheel/tire starts hitting the fender.

What's the offset of the wheels?

You shouldn't need much more than a 5mm spacer to clear the control arms.
