Default Fog light voltage source help...

My right fog light was out when I bought my 02 A4 Avant 3.0Q, so I bought a new bulb after a few weeks of hating the beeeeeeeep every time I started my car. However that wasnt the problem, the bulb was good. The socket just isnt getting enough power. With the car off and the fogs on I get a voltage reading of about 11.5 on the drivers side, and just under 2v on the passenger side. I checked the connector under the drivers side headlight that combines the left and right sides. It was fully connected and I got the same voltage reading as before (11.5 from the green/white drivers side wire and just under 2 from the blue and white passenger side wire). Does anyone know where the wires go from there? I also checked the headlight switch, but only saw that one extra wire showed 11.5 when the foglights are turned on... not sure if there are suppose to be 2 +wires for the foglights? Not really sure what to check next? In the fuse box on the side of the dash there is not a fuse in the designated spot. Any ideas would be great. Thanks

Thanks

I havent.. I have it narrowed down to either a bad ground somewhere.. or the control box that is up under the drivers side dash. My schedule hasn't allowed me anytime to mess with it. Seems like every 30 starts or so I will get the green OK and it wont show any faults on the dash. But as soon as I flip the fogs on it says right side out. even tho the bulb is good.
