its actually connected to the hood when you open it.......it hasnt shrank that much but all the little clips that hold it in can go in the place because it got smaller

 

that cloth thing is there so that ur hood wont fade from the heat of the engine. U might look on ecs tunning i dont know if they have that part there or not. If not there probably the stealership would be the best choice. Cant be that expesive why dont u just throw some dynamat in urhood.

 

I thought it was to put out flames if your engine caught on fire.
