last week i did the fog light mod with vagcom and it didn't work right away as noted in the guide may take a day or so to take. however yesterday i tried it and the fog light did come on when i had it in parking light mode and pulled the light switch out to foglight.
but after maybe 10-15 seconds the fog lights turn off.

when i insert the key into ignition it feels like its stuck even when steering wheel is not locked..

Not sure on the fogs, but with the key I can help. That actually happens all the time, you just have to turn the steering wheel a bit either way and your key will turn fine.
