Odd Revving Issue 2.0T Quattro
So I did a little searching around but I thought I would still ask this here because I have some additional questions.
Car: 2008 A4 2.0T Quattro Auto (Tiptronic), 85k miles, always done scheduled maintenance.
The issue has been happening in the cold for best I can see, it has been a rough winter around DC. I only notice it in either 5th or 6th gears, and the tach will jump about 100-200 rpm only when I'm trying to keep a steady speed (like 40mph ish). I have power if I accelerate, and I can't seem to replicate this revving issue at other speeds. When it's been warmer out I don't always notice it. I've read some things that mention replacing the torque converter, but I'm wondering what I can troubleshoot on my own before bringing the car in (though it does need an oil change). Also no check engine light or other issues I've seen.
I also have a Actron Tester (which I used to use for my old pickup), does this really get me anywhere in terms of doing some diagnostics?
Any help would be appreciated as the car is out of warranty, also any good recommendations for shops in Eastern DC/Annapolis/Southern MD would be great.

Torque converter. Common issue. You've no doubt read the thread that talks all about it. I've had this issue for my whole time owning my car and to my knowledge it shouldn't hurt it driving it like this. Yes, it's annoying as hell but once the fluids warm up it's fine. $1500 for a new converter. I'll take a little annoyance for right now

not really anything you can do about it other than get a new TQ. I'd just take it easy on the car while its getting up to operating temp. If you start noticing it doing more things that it shouldn't, get it checked out by a reputable shop or the stealership.
