What is this hose?

I just noticed it. Seems like some kind of windshield washer fluid hose? Anyway, anyone know what it should be attached to?

I'm having trouble attaching the picture, but it is a black small hose sticking out of the bottom where the windshield attaches to the frame (under the hood). It is attached to a plastic end piece.
