that leaves you with the possibility of bad bulbs, conections, wiring, grounds

It's worth taking a look at the connector inside the plastic shroud around the steering wheel. I assumed that the probem with mt headlights was the switch since the poor design allows for the switch to carry the entire headlight current with undersized wiring.( a partial reason for the crappy lighting on the Audi 200) but it turned out to be a bad connector going to the headlight switch. In my case replacing the switch was okay since it fixed the previously non-working cruise control that works on the same combination switch but it is definately worthwhile to remove the cover surrrounding the steering column. Then jiggle the wires and see if the headlights come on. In my case the plastic connector was cracked - you can get the wire with the appropriate connector from Audi - I believe there are two sizes in there and that the ones for the low beams are the smaller diameter size. The wire supplied by Audi has connectors on both ends. You only need one side and splice it in.
