Default 1990 Audi 100 Quattro No throttle response after start up for about 30 seconds

Hello, I have owned my audi for a year now and it's got a new problem that I can't seam to figure out. It's a 1990 100 quattro with close to 400,000 miles on it, it has the 2.3 10 valve NF engine and a 5 speed manual transmission. The problem is that when I frist start it I have no throttle resopnce for close to 30 seconds sometimes a little longer, It doesn't matter if you floor it it won't come off idle. Then it slowly revs up then it's O.K for the rest of the drive untill I shut it down and let it cool off then it starts all over again. If I restart it while it's still warm it is usually fine. I have checked for vacume leaks and checked the T.P.S, the temp senders all are with in specs per alldata. It also having a hard time passing emmissions as well. Does any one have any ideas? Please.

HI ! i know its a little problem at the fuel distribuitor in special you have to change the diferential regulator because it is posibile electric functional but not so mechanichhjal! I had a car in service with the same failure and i removed that part after two days of work , and o lot of anxienty! and surprize the engine cold or hot doesnt matter , went vith out any problem from the first second after it
