Default power problem, turbo actuator question.

hi
car in question is 1996 audi a4 avant 1.9 tdi 110 bhp

i have power problem with turbo not kicking in hardly at all. have checked for leaks and replaced mass air flow meter. now it's a suspected faulty n18, n75 or turbo actuator.

my question is should the bar on the bottom of the actuator be moving up and down to engage the turbo while the car is standing and i'm revving the engine? i have been told both yes and no from 2 different mechanics.

mine doesn't move at all. any help appreciated
thanks

on second thought, you might be able to make a tiny amount of boost from the weight of the drivetrain.

get a boost gauge and find out!
