The car is a 1997 a4, 2.8, non-quattro

So I've done some research on the site and I wanted to ask my question specifically. My car will not pass emissions because it cannot connect to the system. I cannot connect with an OBDII sensor, and I have an ABS light that stays on, so I read this is the most likely issue. I cannot for the life of me find the power cable for the abs module to unplug and try to connect to the ECU without this. Also, I read that this issue would show as a solid abs light with a flashing brake light, but the car shows the abs, brake, and air bag as solid lights. Any help diagnosing this would be greatly appreciated.
