Need help on removing residue!

Hello everyone,

i washed my car today and on the hood there was something i thought was a Bird present, but whn i tried to wash it off only the top part came off,
leaving a patch that feels hard as resin or something. could it be treesap? I have no clue how to get it out. Please help!

It might be etching from the poop.
If the baking powder stuff doesn't do anything, clay bar it, then go over it with polish & wax.

WD40 penetrating oil works fine and wont damage the paint but will lift that **** out then just polish
