Default 1996 a4 Timing Concern! Need HeLp ASAP! Please

JUST bought my first audi
its a 1996 a4 2.8l quattro 5 speed it has 114k miles was told the timing belt was replaced at 90k but no proof and know that the timing belt and water pump need replaced at about that well here's the deal.Took everything off but now stuck . I have it all aprat and no cam lock tool but I was told I can do it without this. lookin at the cams they look to be off could I just turn the cam a tooth back and it be ok? also the person before me lost the bolts for the tensioner where should I look for replacments so I can get this all wrapped up? thank you for your help with a newbie

this is set with it at tdc on the crank and the big holes pointed in. it this how its suppose to look or is it off?

It looks off to me, like your cams are in phase with each other but rotated a few degrees clockwise with respect to the crank. Pull the belt, level the cam brackets out to horizontal (using a level if needed), mark them and the crank with the crank indexed properly, and then reinstall the belt and tensioner.

For tensioner bolts, I don't know offhand the exact sizing so I'd call a dealer about them.
