2000 S4 timing belt problems

2000 S4 timing belt problems
Hey guys how's it going? I'm new to the site and this is actually my first post.
I have a 2000 B5 S4, which i've owned since it was brand new off the lot. It has 110,000 miles on it and has already had a timing belt done at 70,000 miles.
Well the waterpump went bad (for the 2nd time btw) and started leaking constantly so I figured i'd take a stab at replacing it myself since this car is no longer my daily driver. I also figured why not go ahead and change the timing belt again since I have to take this one off anyways. So I have all the parts in the garage waiting to go on and I have the whole front of the car disassembled but when I put the cam locking bar in place it won't fit! Crank is at TDC and when I put the pins on the locking bar in the cam sprocket on one side, the bar is not completely horizontal and the pins will not fit into the sprocket on the other side.
So what it seems like is that maybe the timing belt is off by a tooth?
Has anyone here ever run into this or heard of this before? I've searched with no luck.
what should my next step be??
