I have a 96 2.8 A4 that won't blow any cool air at all. Not even when its cold outside with the A/C turned off and the setting at LO. It always blows hot air. Has anyone had this problem and how was it fixed? Can I take the car to any A/C shop and have the work done.

Also is the pwr steering fluid supposed to be green or yellow?

Most likely the refrigerant has leaked out. Any good AC shop will be able to take care of it.
