Audi a4 running high rpms

Audi a4 running high rpms
So my 1997 5 speed manual audi a4 is running at about 11 mph per gear (at 2.5k rpm) so:
1st gear - 11 mph
2nd - 22 mph
...
5th - 55 mph
I'm pretty sure it's the overdrive but I have no idea how to fix it or if that's even the problem, anyone got any suggestions?
