Engine doesn't get warm (when driving)

Hi,
I have an Audi A3 1,8T (no chip..yet) 1999 mod which don’t get warm when I drive it.
If I stop the car for 10 minutes (on idle), the temperature will increase up to 90*C and get stable there, but when I’m starting to drive again, it drops to 60*C (or below – can’t see as 60*C is minimum on the instrument).
I have changed the following parts trying to fix this:
- Water pump
- Frost liquid
- Thermostat
Any ideas what this could be? I live in Norway, but even it it’s +30 or -20*C degrees outside, the car acts the same.
Could this cause any problems for my car? Is it good for the car that it’s (the engine) 60*C or below when driving around?
