Instrument Cluster Cold On/Off

Default Instrument Cluster Cold On/Off
I've got a 2000 TT that has the cold on/off problem. When cold everything in the cluster goes wild for several minutes. In looking for a new cluster, i've seen on Ebay a service offered to fix the cold on/off problem Does anyone know what causes this problem, what the fix is?

No fix. Get a cluster.
