Default OBDII emissions testing

I've seen several mentions of OBDII emissions checking in posts. We are about to have have this form of emissions checking imposed on us statewide for '96 and later vehicles (instead of tailpipe testing) in addition to the yearly safety inspections we've always had. The testing equipment will look for codes related to emissions problems and has the ability to register "check engine" lights that have been reset during the past 12 months. The state has set no limit to repair costs to correct any "problems" found. What's been your experience with this type of testing? Are we all about to go for a real good ride?

They have used this system for the past year in NJ. My car passed in December. Are you running with a CEL?
