Default Possible immobilizer issue

I have a 06 Audi A6 and when I insert the ignition key, I don't get power to the systems. Usually, the headlights turn on when I get ready to start it. The stereo turns on and I get some dash functions. The steering wheel lock cylinder is partially locked. The steering wheel turns but it clicks as if the lock is not all the way engaged. It also does this when the key is out of the ignition. I cannot communicate with the ECU either. My scanner powers on but will not connect to ECU. I had replaced the battery a week ago and the immobilizer was activated so I cleared it with my scanner and all was good for a week till this happened. I did have a code concerning low voltage at pin 30 on the ECU but have not gotten to figure that issue out yet. Not sure if they could be related or not. Any info at this point will be very helpful.
