it can not be removed and drive the car without it (the belt drives the water pump) so if you have a leak on the power steering get it fixed ASAP and if you really need to drive your car and the leak is small then ensure the power steering fluid is kept topped up

Actually it depends on the engine code. On the later cars the timing belt drives the water pump.
