Default Very high fuel consumption on 3.0tdi

Hi

I recently bough 2005 audi A4 quattro with 3.0tdi engine and tiptronic gbox. It has 209000km on clock and running fine, no stuttering, normal acceleration. Before i bought it, i took it to local audi dealer for inspection, they didnt find nothing special so i bought it. (only have to replace glow plugs, cam chain tensioner gasket and reflush cooling system, white gunk inside expansion tank.) Head gasket is ok.

My diesel consumtion was 15l/100km, its around 18,5mpg. 100% urban, mostly 8 miles to work and back, outside temp 5 degrees C, or 41F.

How i mesured it? I waited til fuel light turned on, put 30 liters in and waited fuel light to turn on again. Distance was ~200km, so its 15l/per100km.

There is also problem with fuel gauge.
When i got that car, it showed half tank full. After 60km, fuel light turned on. I did tank 30l and then fuel gauge showed almost full. Then it dropped a little and even increased sometimes until it showed half again. It starts to drop really fast when under 50%.

Computer ofcourse show really nice numbers, 28mpg.

Is there any diy how to check if maf and air filter is clean? I would start with that.
