Question on cold air intakes

Can I put a cold air intake on a 1999 Audi a4 Quattro "1.8t"

In a word, yes. There are a couple of options to choose from too.

Yes but there really isn't any kits out there that are real Cold Air intakes. They are just basically just intakes that replace the stock air box with a air filter.
