Heater control valve on your 1996 A6 is probably located in the vacuum line that goes from the engine to the heater core and is before the bleeder screw. There will be a vacuum line going from that heater valve.

Default Car running hot

I do not need a heater control valve or thermostat and my car runs hot when it sits an idle. So what do I need to do because the radiator fans work when the air condition is on.
