unknown Electrical problem

Default unknown Electrical problem

Hello i'm new to this forum and wondering if anyone can give me any information on a problem I've experienced. Last night when I started my 99 audi A4 1.8T The headlights, horn windshield wipers,directionals, and blower, would not work. When I pull back on the directional control arm the high beams come on but when I release it they go off as they should. I've checked all the fuses and they all appear to be o.K. Could it be a relay? And if it is ,where would I find it. It's the Saturday after Thanksgiving and it looks like rain here in Rhode Island, If anyone knows how I can fix this problem please let me know.
