Just because they had him keep blowing does not mean they were trying to get him over the limit. If they were doing that they could have stopped at .070 and given him the DWI. A lot of times when we get erratic readings like you described it is because the person is blowing incorrectly. Very often people try to blow lightly or even suck in air. The device should get multiple readings that are similar. So technically you blow into the machine until the officer tells you he/she is satisfied with an accurate reading.

The other day I was driving my girlfriends jeep to bring her little brother to one of his friends house. well my girlfriend has a pretty loud muffler on it and as i was driving down her little brothers friends street i accidently stomped the gas for half a second. well this pissed off some neighbor because he thought I was speeding when i was doing 22 in a 25 zone. So i drop the kid off, turn around, and the guy comes running at me arms flailing and screaming at me. I roll down the window with this confused look and he starts screaming and yelling at me about how he has kids here and how they could run out in the street and how im an ******* for speeding and how stupid i am and how he should kick my ***....and how if he catches me doing that again hes going to kick my ***... and how hard he could kick my ***.... and stuff about kicking my *** and threatening me....and after his big adult mature lecture to me he decides to throw a pot at my girlfriends jeep (forgot to mention he was gardening out in his front yard with his KIDS at the time which are like 5 and 6. Great influence huh?) so I decided to forget about it and just get the hell out of there.
All in all. this guy was an *******. and I had to wash her car for the second time in 2 days.
NOW. my question to you..
Can i press charges of harrassment or something of the like against this guy?
im a minor also. so harrassing a minor? he attempted to damage her car. and...well..yeah..

You can not charge him with harassment from a one time encounter. Being a minor does not affect these laws. One charge you "might" be able to make is destruction of property if there is significant damage to the jeep. One thing that will not help is that you did not call police right away. This does not mean that police will not take you seriously, but it will hurt your case in court. I will recommend what any other officer will tell you. Sounds like a minor incident with a person you may never even run into again. Sometimes it is best to just say screw it I'm the better man, his day will come. If there is significant damage then I would definately file charges.

About 5 minuets later he came back and handed me a ticked with all of my stuff back and said he clocked me at 108 in a 65. So how lucky am i for being 17, going supposibly 43 mph over the speed limit, and driving away with him only saying "be safe"? Also what kind of price tag does will this ticket have. This is also my first speeding ticket and first time being "in trouble with the law" haha.
Best bet is to plead not guilty, ask for a supporting deposition if you were't already given one, and pray that the depo doesn't go thru, or the cop doesn't show for your court date. If either happens, ticket is dropped in NY.
Now, if you do have a depo, and the cop shows, you're probably going to want to act REAL sorry, and beg the judge to reduce the charge. Considering you're as young as you are, fat chance. You need to learn a lesson.
NYS is also gonna teach you a lesson they like to call a 'Driver Responsibility Assessment'. More or less, when you get done emptying your wallet for the Judge, and the Judge gives you the 6 points you're most likely gonna get, you'll be charged $300 by the state. Any more points within 18 months will get you an additional $25/point, and you can continue that as long as you wish, just keep getting points within a year and a half.
I'm not up on the laws for new drivers, but I'm guessing theres a chance of you losing your license for a couple years. Depends on whether you're in you probationary period still, and if the Judge had something crawl up his *** the day of your appearance.
I'm not a cop, or a lawyer, but you might say I've been in a court room on occasion. I've probably been pulled over 15 times in 8 years, issued tickets on all but 2 occasions, and I've totalled 2 cars with property damage, so the cops had to be called. Of all the speeding tickets, I've never paid the full fine, only twice have I been charged with a moving violation, and some of tickets from the accidents were dropped because the cop didn't show, or failure to supply a supporting deposition.
Oh, and Troopers in NY have Stalker Dual laser guns. Turns out, you and your friend in the BMW behind you can be pulled over at the same time, and ticketed the same speed, because that gun actually can track 2 targets at once, and they don't even need to be moving in the same direction.
Keep that in mind when you're cruising in a pack of cars. Maybe you're not the last to pull over, but if your'e doing 3mph faster than the other cars, I bet you're still the target (at least in NY).

Is there any law prohibiting me from taking the airbag sticker off of the sun visor? It started to **** me off on the way home tonight, its out of place in the car

Here in Texas radar detectors are not illegal. I have a radar detector and I have it mounted at the center of my windshield, so you can't miss it. I have a clean record, no tickets.
Questions:
1) Suppose I get pulled over for speeding (say between 5-10 mph over the limit), would the officer be more inclined to give me a ticket rather than let me off with a warning just because I have a radar detector mounted in plain view?
2) Do officers target drivers with radar detectors and treat them differently?
