I have an issue with my Avant that nobody can solve. When coming to a slow stop, my brakes grab hard and it feels like the ABS is engaged. This creates a hard jerk for almost every stop. I've taken it to two Audi dealerships and they tell me, "this is just how ABS works." I have 3 other cars with ABS and I know how it is supposed to work.

I've replaced all four rotors and sets of pads, bled the lines, nothing fixes it. Anyone heard of this kind of problem?

an issue with the perportioning valve? Not applying the rear brakes causing to much application pressure to the front and putting them into a lock up?

You could try a different pad compound...something with a smoother torque characteristic.

Is your car an automatic? I've noticed that when my tiptronic kicks down to first, there is a little jerk (I mean in addition to theguy behind the wheel).

No, it's a 6 speed. It clearly is a braking problem, happens in any gear or neutral and with or without load.
I think my next step is to replace all fluid and lines. It's not throwing any error codes.

Any other advice would be appreciated.

I may have had the sameissue with my 2001 S4 when the car was about 4 years old. At slow stops it would also have the ABS system grab. I also noticed with my situation that I would lose some of the stoke on the brake pedal like oil was being ported out of ABS modulator (which it was). After a considerable amount of replacement it turned out to be one of the rear actuator rings that are pressed on to the outer CV joint had cracked. This caused erratic readings by the sensor and strange behaviour by the system.

There is a way to check this with VAG COM looking for speed dropouts on straights.

After one month of getting it repaired, the other rear went out. Since then they have been okay.

Something else to consider anyways.
