can somebody please tell me what this empty spot is in my engine area

i hope these pictures are clear enough to tell since its a hard spot to make a picture of

 

I have a cover over that area with a hole for the green cap to go through on my 01.

 

yes I agree it should have a black plastic cover there

 

so besides the black cap its empty then ?

was looking around for spots to place the weight when i place a xenon kit
when i started to wonder why that spot was like that
guess i should be looking around to get me one of those caps then
still its odd they put a open spot there looks like something can be mounted in there
