How to install fog lights on a 1999 A4

How do you install a fog light on the driver side of a 1999 A4 audi; it looks like it plugs in somehow, but I don't know how to get to it.

If your car didn't come with low-mounted fogs, you have to make cables to hook them up and fabricate mounting brackets for them.
