my buddy of mine with a APR chipped Jetta seems to believe that since I had my cat gutted out rather than getting a straight pipe or a Hi Flo cat and still using my stock down pipe has something to do with this problem, does this sound like this could be part of the problem?
..so what exactly are the benefits to a tiptronic quattro tip? I feel the stock car is a bit slow, but exactly how much faster is it with the chip? Any feedback much appreciated.

Less pressure on the backend would just make your turbo spool faster.. not slower....
I dont think your boost it good, you may have a leak somewhere... who knows... pressurize the system and leak test it, either VIA smoke or soapy water.
so if I have a boost leak would my boost gauge still spike all the way to 17psi or shouldn't my boost guage show lower spikes like maybe 7psi when I have a boost leak?
