Anyway, that sounds like the same problem I was having. Mines a 2001 1.8T, and she is in the stealership right now. They told me it was a bad bypass valve. Whatever that is. IT was causing my boost to be all over the place. Sometime way up, sometimes none at all. All in all, I needed that piece fixed, a hose that went with it which wasnt covered by the warranty, and a battery, also not covered by warranty. MY total cost will be about 350 dollars. Without a warranty, which I assume based on the year of your car, I have no idea what it might cost.
But it does sound exactly what my car was doing, and that is what I was told fixed the problem.

Sounds like a bad bypass valve (aka diverter valve or dv) It's easy to fix. You can get a 710N bypass valve for about $40 at the dealership. The 710N is the bypass vavle from the TT.
Do a search and you see that this problem is well documented on this forum.

Bypass and diverter valve are not the same.
