Default night's gettin' longer

I'm putting new tie rod ends (among other things) in my '00 1.8TQ. It seems to be a really easy job, with the exception that I can't get the bolt that goes thru the indent on the tie rod end and the upper control arm out! Appears to me to be rusted in place pretty darn good. I've tried raising, lowering the jack (holding the hub in a relatively 'normal' position even though the car's on jack stands) and spraying the crap outa it with WD40 trying to break what I suspect is a rust-hold on the bolt.

Any suggestions? It's getting later and I'm getting nowhere. I could really use a great idea from someone.
Thanks!

do you have a impact wrench?

if so hit that bolt with the impact till it spins freely, then a few shots with a punch and hammer will finish her off

Just so I understand correctly, you are putting a wrench to the nut at the boot and can't get it loose right?

this was just posted on another thread, your best bet is to remove the tie rod assembly at the inner end, that way you have full access to the seized end
