Is it normal that one of the radiator fan always runs while the car is started?

I have just bought an 1999 A4 avant 1.8T quattro. I found that one of the radiator fun is always running after the car has been started. Is it normal? In my former car (a Honda), both funs are controled by temperature.

Yes this is normal. One fan is electric. One fan is belt driven.
