dont know if this helps but i had a freind with a 2005 dodge ram cummins, and for some reason the code reader wouldnt read the code cause his radio fuse was out. i think maybe the scanner used power off that fuse?

i would replace the fuse or try the scanner on another car and see what happens

 

So if you have an aftermarket radio, why do you need to turn it off?
