maybe they tried it out (Keeping snowflake on at all temps below 40) and an engineer was on a test drive in the cold weather, He looks down and sees that its -12 degrees outside.. and there next to it is the snowflake, so he probably says to himself "No Sh*t, its freezing out" and got tired of it telling him the obvious, so he went back and removed it before it came onto the market

Anyway, the manual on my 02 says it comes on when the temp reaches 41ยบ... I know it goes off below some temp- but I can't remember what degree.
